Subscription files should have been restored later in the day on July 20th.

You should be able to resume downloading data. We were going through database maintenance earlier.

This should be the link you need. We updated our data access pages to https://oceandata.sci.gsfc.nasa.gov/directdataaccess/ you will find the data under the correct level. For pace oci level 1 https://oceandata.sci.gsfc.nasa.gov/directdataaccess/Level-1B/
