I can not access https://oceancolor.gsfc.nasa.gov/. I wonder if my IP has been blocked? (159.226.108.64; as well as some proxy IPs, 38.207.142.17;205.178.183.232).

I cannot get access to ocean data and even cannot visit oceancolor.gsfc.nasa.gov no matter with my own IP with a VPN proxy. I wonder whether these IP addresses that have been blocked by the server.
