Thank you for reaching out for assistance with MODIS daily SCF products. The NSIDC does not have a tool or instructions for converting HDF to NetCDF. Thank you for reaching out. NDSI_Snow_Cover is the the snow cover map with cloud and other masks overlaid. The NDSI value is scaled to the 0 - 100 range and was converted to byte from float datatype.
