Correct, both URLs are still active, although the older one is deprecated. We will likely discontinue support for the older path on June 1st (but haven't set that in stone yet). Just know it WILL go away and relatively soon.

Short answer: yes.
Long(er) answer: A network connection is required to obtain the ATT/EPH data (and popuate the local sqlite database used by the script). Once those data are obtained (and database populated), modis_GEO will run without a network connection.

No. At Level 3 the data for a given bin can come from multiple orbits, or if multi-day composites, multiple days. Time of observation is therefore not meaningful to capture (nor possible).
