Yes, 2000 files limit per order is a hard limit that cannot be changed. Since converting hdf files to geoTIFF format will save each layer as a seperate file. These data is part of the Long-Term Data Record (LTDR) project which is important for various studies. You can find information at:

Also, you don't need to use these products if you think these don't meet your needs.

No change has been made to LAADS OPeNDAP service setting that would result in compressing the download file. We just tested it by downloading the file you mentioned from OPeNDAP service page and it was not compressed.
