No, there is no open source release of the software used to created VIIRS level 2 data. However, in some case users can request for the software following steps and instruction provided at:

Our product SME investigated MOD06_L2 data and found how to distinguish Cloud_Optical_Thickness (COT) between no data case and failed retrieval.
