What may be happening is that the Python Requests library is looking for your .netrc (or _netrc on windows) file in your home directory. We are tracking this. It will be discussed at the IGS Infrastructure Committee meeting in a couple of weeks. Short answer is that everything will eventually be going to long filenames.

To answer your questions:
1. Yes, the data in the directories is the same.
2. There are no current plans to remove the /gps directory.
