I would say if the issue is that your .netrc file is not found when you run the command, you just need to point to where you saved it on your machine. I was informed that the other file: A2021247100500.L2_LAC_IOP.nc is currently on a storage device that is malfunctioning. I would advise checking periodically and trying to download the file. Otherwise, once the device is functioning properly, we will update this ticket.

Using SeaDAS, I find a time parameter under Bands > chlor_a. If you view the image and mouseover an area of interest on the image, you see the time populate on the pixel info to the right.
