The files for 21:00 and 21:30 are present in https://gpm1.gesdisc.eosdis.nasa.gov/data/GPM_L3/GPM_3IMERGHHL.06/2020/238/, yet CMR does not know about them. I think I know why some EarthData downloads stopped working. NASA download URLs get redirected to the EarthData login server which requires an authentication header.
