Level 1 and Level 2 data are available as soon as they are processed via the Browser at https://oceancolor.gsfc.nasa.gov/cgi/browse.plLevel 3 data are created after a full day of L2 data are processed. If you need L3 data sooner, you can fetch the L2 data and use the SeaDAS software to process them ...

NSIDC updated their files at  08:26 local time this morning, they are working their way through the system.
You should see them posted shortly.

This appears to be a problem with the images in the L3 browser. The VIIRS L3 production is up to date. 
I'll notify the web admins of the problem. Try your query again tomorrow.

I don't expect data from the calibration/commissioning phase to be made public.
The official public release date is 20-Oct-2016.

I can answer some of  your questions.
The naming convention is:
A=Mission MODIS on Aqua
2016=starting year
336 = Starting day of year
2016 = ending year
366 = ending day of year

ZLEE is given in meters. angstrom is a unit-less product in the input Level-2 file, not the units of the output product.
