Sorry, I should have said: "$OCSSWROOT/opt/bin". On linux, that directory has the 3rd party tools.

With previous OCSSW versions it was not unusual to see failures in update_luts.py, but since that is the last step, the installations were essentially complete and running update_luts could be done without reinstalling. I don't currently have access to macOS, but for linux, "head -1 ~/ocssw/bin...

You can use WSL2 or third party VM's to run linux on a Windows system. Note that the OCSSW Processing Tools don't require a linux GUI, so you can save space and conserve RAM by installing a command-line only linux release.

Compared to l2gen, binning is not time- or space-consuming, so running l2bin with different flag settings may not be a big problem.

I'm not sure if modis_L1A.py can work with files that are more than one 5-minute granule (some documents mention a 2-hour limit for PDS files) or if it is confused by the change in day number. Does modis_timestamp work? Maybe your file is corrupt. There may be more information in the log files.
