There were a brief outage to the system on June 19th that cause you to receive the error. It has since been resolved. Regards

Another option to try would be to use the most recent "native"-windows wget compiled with the latest SSL (https://disc.gsfc.nasa.gov/data-access#windows_wget)

The pixel footprint information for OMI is stored in a separate product named OMPIXCOR which provides the corner point lat/lon values and area for each pixel's footprint.

The MERRA-2 model indeed uses a seasonally varying climatology for LAI and GRN and does not represent interannual variations in these vegetation properties.
