The time given is always local equatorial crossing time, so the local time for the example is from 30-01-2020. Where it might get confusing is that the time given in the meta data is UTC time and depending where your area is the UTC time may be a different day.

The LP DAAC support advised there was an issue with ASTER L1T downloads which have been resolved.We are currently having a scheduled maintenance downtime between 8 am - 12 pm CT.

The NASADEM DEM tile filenaming convention is the same as the previous SRTM DEM tiles: it corresponds to the southwest corner of the tile. So there must be a typo in the documentation. We will correct the documentation.
