I think it is the URL you are trying to access. There is not a folder from 12/30. The last 16-day period from 2018 is 12/19. Could you give that a try and let me know if it still is a problem.

Yes, that is correct, as those are the only QA that directly pertain to that product. It is not unlike the MOD09GA where they suggest using the 1-kilometer State flags over the Band QA. Please let me know if you have any questions.

There is no need for further manipulation, I am assuming you are referring to the MCD43A3 Albedo product: https://lpdaac.usgs.gov/products/mcd43a3v061/
They are good to just as they are. If you notice any value anomalies, you can always check the QA bits for the data.

I don't believe it would be advisable or accurate to divide by 8. It is probably unlikely that each day of the 8-day period had the same GPP value. So, it would be best to leave it as 8-day cumulative.
