Yes, this is a correct way.
The logic is to find the pixels with valid cloud fraction values for both Cloud_Mask_Fraction_Low and Cloud_Retrieval_Fraction_Liquid, then for these pixels you can use either Cloud_Retrieval_Fraction_Liquid or Cloud_Mask_Fraction_Low.

Try using "Reprojection Tool" provided under Land Data Operational Product Evaluation (LDOPE) Tools on LAADS website at:
https://ladsweb.modaps.eosdis.nasa.gov/tools-and-services/#ldope
Here, the user guide provide information on how to install and use these tools.

We just tried a query like you were trying and could not reproduced your error. We could order data without any issue (see attached). You may want to retry after clearing your browser's history or can try in another browser.
