Have you tried adding the --netrc option to your command?  I ran your command and got the same HTML output, but adding the --netrc option brought down the actual data.

Indeed there was an issue.  The source server from which we obtain the L0 data started behaving oddly.  We switched to a secondary server, and the files were queued for ingest.  It will take our system an hour or two to catch up.

Glad to hear that.  However, our systems group did not see any blocks for that IP, so i'm not sure what was going on.
