This is because VNP46A2 is a daily products containing observation for the 24h period. You can find UTC-Time parameter in VNP46A1 product that lists UTC view time (the time of data acquisition). The NRT product is provided by Atmosphere Science Investigator-led Processing System, Space Science and Engineering Center, University of Wisconsin-Madison and not by LAADS DAAC. So, you should find it at:
