The NRT product is provided by Atmosphere Science Investigator-led Processing System, Space Science and Engineering Center, University of Wisconsin-Madison and not by LAADS DAAC. So, you should find it at:

Data are posted to ladsweb and AWS almost simultaneously however we found an issue with the file transfer to AWS which is now resolved. However, it will take system sometimes to catch up. We are hoping that VNP46A2 files will be current in AWS in few days (early to mid of next week).

There is none from LAADS DAAC however you can explore NASA's Worldview portal below to see if there any imagery that helps you answer your question:

No, there is no such product available. VNP46Ax are the only Nighttime Lights (NTL) products available. Please also note that NASA Earth science data are not of a sufficient resolution for viewing small object for example emergency vehicles, individual properties, or similarly-sized features.
