It is possible you're connection was blocked - and if it was a temporary block it would clear daily, but xx.xxx.xx.xx is not an address we can check 'tis an internal one.  We'd need your external address to investigate.

1) Maybe.  Currently, the MODIS L1 data are in CMR, but cataloged by MODAPS/LAADS.   I had thought they would do the same for VIIRS...
