These data is part of the Long-Term Data Record (LTDR) project which is important for various studies. You can find information at:
https://ladsweb.modaps.eosdis.nasa.gov/missions-and-measurements/applications/ltdr/
Also, you don't need to use these products if you think these don't meet your needs.

You can find all AVHRR products available from LAADS DAAC at:
https://ladsweb.modaps.eosdis.nasa.gov/missions-and-measurements/applications/ltdr/#output-products

Click on the Product name in the table to see information about that product and options to download data.

Good to know that you were able to find and resolve the issue.

No change has been made to LAADS OPeNDAP service setting that would result in compressing the download file. We just tested it by downloading the file you mentioned from OPeNDAP service page and it was not compressed.

Can you please describe what are you trying to do and what is the issue?

The issue with LAADS OPeNDAP is resolved and it is working normally now.
