The most common reason for this is that you are not properly passing your credentials to Earthdata login. You have the correct directory locations for the different sp3 files. The short name sp3 files are located in https://cddis.nasa.gov/archive/gnss/products/ , and the long name ones are in https://cddis.nasa.gov/archive/gnss/products/mgex .
