Cloud cover is going to limit your options (as it does for many aspects of satellite remote sensing). There are satellites that acquire radar data (synthetic aperture radar, SAR) that can see through clouds, but I'm not sure they would show anything that you need to see, and you may have to pay for ...

The highest resolution from NASA satellites is from Landsat, which is 15 meters, but Landsat does not provide full global coverage daily, it is commanded and scheduled for observations.
