The flood product is currently only available in near real-time and so users need to contact support@earthdata.nasa.gov with flood in the subject line to access the old archive.

Hello - For now please email earthdata support support@earthdata.nasa.gov (with flood in the subject line) to request the legacy data.
There are plans to provide an updated archive that will be publicly accessible later this year.
