I tried to input the time-averaged map of leaf area index from 2017-2019 into Arcgis for raster subtraction process, but I found that the data obtained by subtraction is all 0, which means the data is the same for these years, is this a bug?

The MERRA-2 model indeed uses a seasonally varying climatology for LAI and GRN and does not represent interannual variations in these vegetation properties.
This is a modeling choice that was driven by resource limitations and the scientific and technical difficulties of obtaining reliable vegetation products with the ~10-day latency required for MERRA-2 production.
I hope this helps,
