Not able to download MOPITT CO data using Cygwin

I am trying to download MOPITT CO data using Cygwin. Download is failing with following error message "curl: (28) Failed to connect to l5ftl01.larc.nasa.gov port 22000 after 21028 ms:
Timed out"
"Unable to Retrieve Data"
"Command failed with error. Please retrieve the data manually."
Is there any other way I can download the data.
Kindly help me.

I followed instructions, but the downloads contain only empty folders. Kindly see the attachments

I can not replicate your issue.

All of the folders for MOPITT that you need, do contain data inside.
Please go directly into DDD, at the link provided below.
https://asdc.larc.nasa.gov/data/MOPITT/MOP02J.009/

I need some years of data. Not a day or two. How can I download by doing this ?
