Tried from linux (Mint 17.3, based on Ubuntu 14.04) and Windows 7, and also from a browser on the MacOS box  using the URL from preferences (same URL on both linux and Windows): https://oceandata.sci.gsfc.nasa.gov/SeaDAS/modules/7.0/

netstat -tn on the  linux system has:
tcp6       0      1 X.X.X.X:37534       xx.xxx.xx.xx:443      SYN_SENT
 and dig gives xx.xxx.xx.xx as gs6142obpg1020.sci.gsfc.nasa.gov

netstat -p tcp -n on the MacOS box gives:

tcp4       0      0  X.X.X.X.65154     xx.xxx.xx.xx.443     SYN_SENT  
tcp4       0      0  X.X.X.X.65153     xx.xxx.xx.xx.443     SYN_SENT  
tcp4       0      0  X.X.X.X.65152     xx.xxx.xx.xx.443     SYN_SENT  

Unable to connect to repository https://oceandata.sci.gsfc.nasa.gov/SeaDAS/modules/7.0

Our tests (local and remote) show no issues. Are you still unable to connect?
