GCMD Keyword Release 13.0

All, the GCMD will be releasing GCMD Keywords Version 13.0 at 3pm EDT (19:00 UTC) today March 15, 2022. These changes include the Platform Keyword changes previously announced at https://wiki.earthdata.nasa.gov/display/UMMTEAM/Changes+to+Portal+Platform+Keyword+Facets
