How are 9km Oceancolor files produced?

How are 9km Oceancolor files produced?

Could someone explain how the 9km L3 oceancolor netcdf (e.g., chlorophyll, sst) are produced when the full resolution are 4km? Are both resolutions produced in parallel using the different-sized bin grid or is the 9km version a downsample of the 4km?

For example:

vs
https://oceandata.sci.gsfc.nasa.gov/cgi/getfile/A20220322022059.L3m_MO_CHL_chlor_a_9km.nc
