Not able to open PDS file downloaded with Nasaview

Just download a PDS files, and try to open the PDS file with Nasaview (https://pds.nasa.gov/tools/about/pds3-tools/nasa-view.shtml), but failed. It said lablel/object not found. How can I get the right label file?
