Hello, we retrieve VNP21A1D.001 data from https://e4ftl01.cr.usgs.gov/VIIRS/VNP21A1D.001/ but I have noticed the most recently available data as of asking this question is for 2022.10.31. Is there a processing outage for this data, or VIIRS more generally?

Unfortunately, that delay is to be expected. The atmospheric input data used to process the MOD/MYD21A1 data sets are created monthly after the end of the corresponding month so there will always be that delay.
