problem downloading with wget

I try to use the following cmd: wget --auth-no-challenge "https://cddis.nasa.gov/archive/doris/data/cs2/2017/cs2rx17001.001.Z" to download the file ,but i got a file which is only 14kb, and i can not use uncompress cmd to unzip this file. what should i do to solve this problem. thank you!
