Cant retrieve file order using wget

Hi,
In the past I have downloaded my batch of MODIS files using the wget commands that were provided in the email with no issues. This time the email came with a link to generic instructions only that I have not been successful in applying after two full days of trying.
Can someone please help me to access my staged data, manifest file = "https://oceandata.sci.gsfc.nasa.gov/cgi/getfile/requested_files_1.tar?h=ocdist302&p=/data1/b0e08158da7d416e/requested_files"
