Time tags in mixed Rinex 3 navigation files

I have a question regarding the time tags in Rinex 3.04 navigation files containing mixed satellite systems.
Are all time tags (e.g., time of ephemeris, time of clock) in a mixed navigation file given in same time of reference (e.g. GPS Time) or are the time tags for each satellite system using their own respective time frame (e.g. GPS time for GPS navigation entries, but BDT (BeiDou Time) for BeiDou entries)?
As a concrete question, would the following GPS entry be the exact same time as the following BeiDou entry since they have the same timestamp? Or are those two entries separated by 14 seconds accounting for the different in how GPS time and BDT account for leap seconds?
