Cannot generate appkey.

I would like to download chlorophyll data using python and appkey from the following page, but I cannot generate the appkey.

https://oceandata.sci.gsfc.nasa.gov/directdataaccess/Level-3%20Mapped/Terra-MODIS/

To be exact, I was able to generate it on my account, but not on anyone else's account.
I have already completed the python code to download the data and have confirmed that it works in my environment.
However, when others try to generate an appkey to use the code, it fails.
What could be the reason why I cannot generate the appkey even if I access the following URL?

Appkeys are unique to the user, therefore you will only able to retrieve an appkey for your individual user. Each user must follow the same steps you did to generate their own unique appkey.

Is the following the correct procedure for obtaining the appkey?
Other users should be performing the same procedure.
(1) User registration
(2) User's email authentication
(3) Access the URL for generating appkey

Please let me know if there are any other steps required to generate an appkey.

Also, if there is a way to download files without using appkey, please let me know.

Yes, those steps are complete and correct. You can find documentation on download methods by:
1) Going to the Ocean Color web: https://oceancolor.gsfc.nasa.gov
2) Navigate to DATA > Data Services to see all the options and tools for accessing data
3) Find the section called "Data Access Documentation" and click "Data Search and Download Methods"
