Unable to download ICESat-2 ATL08 Data

Hi!
About 1 hour ago I started getting "<urlopen error [Errno 111] Connection refused>" errors from the python script available in the Data Access tool.
Is this because of a scheduled maintenance? Or could my IP have been banned from downloading too much data? I had a hard time finding recommendations and rate limits for downloading large amounts of data.
