File Not Available for Download

I am trying to download NLDAS-2 data, but it appears there is a problem with the data subsetter, specifically the "FORMAT" keyword.

Here is an example of a URL retrieved from GES DISC data subsetter:
https://hydro1.gesdisc.eosdis.nasa.gov/daac-bin/OTF/HTTP_services.cgi?FILENAME=%2Fdata%2FNLDAS%2FNLDAS_FORA0125_H.002%2F1979%2F001%2FNLDAS_FORA0125_H.A19790101.1300.002.grb&SHORTNAME=NLDAS_FORA0125_H&VERSION=1.02&FORMAT=bmV0Q0RGLw&SERVICE=L34RS_LDAS&LABEL=NLDAS_FORA0125_H.A19790101.1300.002.grb.SUB.netCDF&BBOX=25%2C-125%2C53%2C-67&DATASET_VERSION=002

If I try to download it, I get the error: "Sorry, NLDAS_FORA0125_H.A19790101.1300.002.grb.SUB.netCDF is not available for downloading"

However, if I replaced the "FORMAT" keyword with "Z3JiLw" I can get it to download:
https://hydro1.gesdisc.eosdis.nasa.gov/daac-bin/OTF/HTTP_services.cgi?FILENAME=%2Fdata%2FNLDAS%2FNLDAS_FORA0125_H.002%2F1979%2F001%2FNLDAS_FORA0125_H.A19790101.1300.002.grb&SHORTNAME=NLDAS_FORA0125_H&VERSION=1.02&FORMAT=Z3JiLw&SERVICE=L34RS_LDAS&LABEL=NLDAS_FORA0125_H.A19790101.1300.002.grb.SUB.netCDF&BBOX=25%2C-125%2C53%2C-67&DATASET_VERSION=002

Thank you! It seems the problem is related to the NETCDF format vs. the GRB format. NETCDF is preferable, so I appreciate any solutions.
