CATS Project Description Update

Hello,

The CATS-ISS project does not have a description.

Please add the following description:
"The Cloud-Aerosol Transport System (CATS) was launched in January 2015. The lidar remote sensing instrument provided range-resolved profile measurements of atmospheric aerosols and clouds from the International Space Station (ISS). CATS was intended to operate in orbit for at least six months and up to three years. On October 30, 2017, the CATS payload appeared to have suffered an unrecoverable fault in its onboard power/data system. Although CATS has ceased science operations, it has been nothing but a complete success.
