I am a master's student from china, my recent research needs to download the l1a MODIS Aqua's data from this websit:https://oceancolor.gsfc.nasa.gov/cgi/browse.pl?sen=amod. But i find that I could not visit this website in my IP. My Public IPv4 is 211.64.159.142 the last time I downloaded the data, because the internet speed is very slow, I used VPN. I am wondering whether it's because I used the VPN ,the website banned my IP. If because this, I feel very sorry, I hope you could help me to check the reason why I cannt visit the website. That will help me a lot in my research ,thank you very much.

I experienced a similar problem. The link you mentioned seems broken. Try this one:
https://search.earthdata.nasa.gov/search.
Then specify date, Keywords (Oceans->Ocean Optics), Instruments (MODIS), Processing Levels (2-Geophys), you will find the MODIS L2 OC color data.
