Inquiry Regarding NBRCS Calculation in CYGNSS L1 V3.1 Data

Hello,
I am encountering issues while calculating NBRCS from CYGNSS L1 V3.1 data and would appreciate your clarification on the following points:
1.Are the required variables: eff_scatter, brcs, brcs_ddm_sp_bin_dopp_col, and brcs_ddm_sp_bin_delay_row?
2.Should NBRCS be calculated as the weighted sum of BRCS from bins 1-24 divided by the sum of effective scattering areas from bins 1-17?
3.Do brcs_ddm_sp_bin_dopp_col and brcs_ddm_sp_bin_delay_row correspond to δ and Δ in the diagram, respectively? If so, why do these variables appear to have value ranges beyond (0-11) and (0-17)?
