GCMD Data Format Keyword Request

The ASDC would like to request the following be added as a GCMD Data Format Keyword. The data format does not appear to have strong documentation, so I've added a couple notes about it below.

Hierarchy: Data Format
Short Name: STEP87
Long Name: STEP Exchange Data Format
Documentation: https://ghrc.nsstc.nasa.gov/pub/doc/camex4/c4djlh/TUTORIAL.pdf
Notes: This data format was developed for the Stratospheric-Troposphere Exchange Project (STEP) campaign. Data files are standard ASCII text files, and the format was mainly developed for single dimensional data which would later be expanded upon to create the Ames data format. I've attached a file (format.pdf) that is located within the campaign documentation that describes how the data is formatted.
