OPeNDAP "Too Many Requests" Error (OBDAAC)

When I attempt to access https://oceandata.sci.gsfc.nasa.gov/opendap/, I am presented with "Error code: 429 Too Many Requests". If I try to access a specific dataset, I get the same error. For example, pointing my browser to https://oceandata.sci.gsfc.nasa.gov/opendap/MODIST/L3SMI/2025/1101/TERRA_MODIS.20251101_20251130.L3m.MO.IOP.a_531.9km.nc.dmr.html results in a webpage with the text "Rate Limiting - Too Many Requests". Is OPeNDAP access to Ocean Color data currently down (it's currently 31-Aug-2026 at 1300 EST)? I tried accessing these URLs from both a work and personal device (i.e., on different networks).
