Change to the rolling 3 day Level 3 products

The Ocean Biology Processing Group generates a near real-time rolling 3 day Level 3 product.
This product is intended to serve as a "quick look" providing more spatial coverage than is available
in the daily Level 3 product. Unlike the daily product, these rolling 3 day products are not regenerated
after the optimal ancillary data have been acquired - thus they are not intended for research use.

After a review of our data distribution statistics, we have decided to make a few minor changes
to how we distribute these products.

1) The name of the products will be modified to clarify their "quick look" nature and highlight the
fact that these are a rolling 3 day product. The "3D" designation will be replaced with "R3QL", the
"R" indicating "rolling", and "QL" to indicate "quick look".

2) We will only generate these for the Chlorophyll and SST products.

3) The products will only be available for 30 days from the date the files are generated.
